The company’s greatest asset is the progressive team of Professional Engineers, Professional Land Surveyors, Land Planners, Environmental Scientists, CAD Operators, and support staff, who utilize their expertise to create innovative, quality designs and surveys. The Principal Engineers, Land Surveyors, and Environmental Scientists all have at least 10 years of experience in the industry.
The company’s use of the latest technologies also enhances the quality of products and services the company provides. The Engineers and Land Surveyors at Hayes Engineering utilize up-to-date field instruments and a computer-aided design and drafting system. These tools help to create the most accurate surveys and designs, providing the design team with the ability to investigate optimum design alternatives.
Expertise in Permitting
The Engineers at Hayes Engineering work interactively with various local, state, and federal agencies to effectively meet the requirements of the permitting process, while also maintaining the integrity of the design. Hayes Engineering’s designs reflect sensitivity to the physical environment of the sites, resulting in finished products that are both optimally functional and environmentally compatible. Regulations or site design and permitting frequently change. Our engineering staff will attend meetings before government boards to represent and aid in the permitting process.

Principal Staff
Peter J. Ogren, P.E., P.L.S., President
Peter Ogren is the President of Hayes Engineering, Inc, and is a Registered Professional Engineer in Massachusetts, New Hampshire, and Maine. He is also a Professional Land Surveyor and Certified Soil Evaluator in the Commonwealth of Massachusetts. Peter has 40 years of civil engineering design and construction experience. This includes 2 years as Project Engineer at New Seabury on Cape Cod, 18 years as Engineering Coordinator at Hayes Engineering, Inc, and 20 years as President of Hayes Engineering, Inc. He has worked on and managed projects including the structural design of numerous apartment buildings, water and sewer pumping station designs, hydraulic analysis, environmental impact reports, site designs, and residential subdivision designs, Peter is a member of the American Society of Civil Engineers and The Huntington Society (Northeastern University). His education includes a Master of Science in Civil Engineering from Tufts University (1972) and Bachelor of Science in Civil Engineering from Northeastern University (1969), as well as courses in Soils Evaluation from the University of Massachusetts.
William R. Bergeron, P.E.
Bill Bergeron is a Registered Professional Engineer in the Commonwealth of Massachusetts. He has over 33 years of responsible civil engineering experience, including 9 years as the Town Engineer of Reading, Massachusetts and 24 years with Hayes Engineering, Inc. He is a Lead Project Engineer, responsible for civil engineering, traffic impact studies, associated development, impact studies, and the permitting for major shopping malls, condominium complexes, retail stores, hotels, industrial parks, municipal improvements, golf courses, office parks, restaurants, and numerous housing apartment designs. Mr. Bergeron’s education includes coursework in a Master’s program at Northeastern University (including advanced work in chemistry, hydrology, and industrial safety). He completed a Bachelor of Science Degree in Civil Engineering from Lowell Technological Institute.
Thomas F. Winslow, P.L.S.
Thom Winslow is a Registered Professional Land Surveyor in Massachusetts and Maine, and a Licensed Land Surveyor in New Hampshire. He has 32 years of land surveying experience, including several years of field experience and 18 years as Computer System Director. His responsibilities include ALTA/ACSM land Title Surveys, Land Court Plan preparations and submittals, deed review, and perimeter determination. Thom is a member of the American Congress on Surveying and Mapping, the Massachusetts Association of Land Surveyors and Civil Engineers, and the New Hampshire Land Surveyors Association. His education includes a Bachelor of Science in Civil Engineering from Northeastern University (1981)
Edward E. Stearns, P.L.S.
Ed Stearns is a Registered Professional Land Surveyor in Massachusetts and New Hampshire. He is also a Certified Soil Evaluator in the Commonwealth of Massachusetts. He has 40+ years of experience as a Land Surveyor, including 2 years in the United States Naval Sea Bees and 40+ years at Hayes Engineering, Inc. His experience at Hayes has included field surveying, as well as design and land planning. His responsibilities include extensive work in site planning for many large residential subdivisions and commercial projects and design of sanitary sewer systems, including pumping stations and subsurface disposal systems. Ed’s education includes an Associates Degree in Civil and Highway Engineering Technology from the Wentworth Institute of Technology, where he graduated on the Dean’s List (1966).
W. Gordon Rogerson, Septic System Designer & Soil Evaluator
Gordan Rogerson is certified in Massachusetts as a Sanitary Disposal System Title 5 Inspector and in New Hampshire as both a Designer and Installer of Subsurface Disposal Systems. He is also a Certified Soil Evaluator in the Commonwealth of Massachusetts and a Certified Wetland Specialist in Massachusetts and New Hampshire. Mr. Rogerson has 32 years of engineering experience, including 26 years as a Sanitary Disposal System Designer, as well as years of experience as a Soil Evaluator and New Hampshire Septic Designer, Certified Wetland Specialist and Field Surveyor. Gordon is a member of the Society of Soil Scientists of Northern New England and the Society of Soil Scientists of Southern New England. He is also a member of the Granite State Designers and Installers Association and the North Shore Septic System Association. His education includes an Associates Degree in Architectural and Structural Engineering from the Wentworth Institute of Technology (1973), along with numerous courses in the Environmental Sciences from the University of New Hampshire.
Elizabeth C. Wallis, Wetland Scientist
Elizabeth Wallis is a Certified Professional Wetland Scientist in the Commonwealth of Massachusetts. She has over 16 years of wetland evaluation experience, including 4 years at Robert E. Anderson, Inc.; one year as a self-employed Environmental Consultant, and 12 years at Hayes Engineering, Inc., as a Wetland Scientist. Her professional responsibilities include delineation of wetlands in conformance with local, state and federal regulations, preparation of applications for local and state environmental permits, attending local public hearings in support of client permit applications, botanical evaluation of wetland resource areas, and inspection of wetlands replication areas for Conservation Commission compliance. Elizabeth is a member of the Society of Wetlands Scientists, the Association of Massachusetts Wetland Scientists, and the Massachusetts Association of Conservation Commissions. She has a Bachelor of Science in Botany from the University of Massachusetts, Amherst (1985).
